Many public goods are characterized by rivalry and/or excludability. This paper introduces both non-excludable and excludable public inputs into a simple endogenous growth model. We derive the equilibrium growth rate and design the optimal tax and user-cost structure. Our results emphasize the role of congestion in determining this optimal financing structure and the consequences this has in turn for the government’s budget. The latter consists of fee and tax revenues that are used to finance the entire public production input and that may or may not suffice to finance the entire public input, depending upon the degree of congestion. We extend the model to allow for monopoly pricing of the user fee by the government. Most of the analysis is conducted for general production functions consistent with endogenous growth, although the case of CES technology is also considered.
Using representative data from the German social survey ALLBUS 2002 and the European Social Survey 2002/03, this paper provides the first empirical analysis of trade union never-membership in Germany. We show that between 54 and 59 percent of all employees in Germany have never been members of a trade union. Individuals’ probability of never-membership is significantly affected by their personal characteristics (in particular age, education and status at work), their political orientation and (to a lesser degree) their family background, and by broad location. In addition, occupational and workplace characteristics play a significant role. Most important in this regard is the presence of a union at the workplace.
Die ökonomischen Implikationen einer verstärkten Migration deutscher Unternehmen nach Osteuropa und Asien werden derzeit intensiv diskutiert. Wichtige wirtschaftliche Akteure sind KMU des verarbeitenden Gewerbes, die zum einen Elemente komplexer Wertschöpfungsketten bilden, zum anderen häufig durch Produktdifferenzierung die Märkte jeder Lieferstufe gestalten. Das vorliegende Papier soll in dieser Diskussion einen Beitrag aus Sicht der Neuen Ökonomischen Geographie leisten. In einem partialanalytischen Modell wird untersucht, welchen Einfluss das Spannungsfeld von Produktions- und Transportkosten auf die Standortwahl der Unternehmen ausübt und welche Parameterkonstellationen industrielle Agglomeration fördern bzw. behindern. In diesem Zuge wird das Modell von Venables (1996) um standortdifferenzierte Technologien erweitert und im Rahmen einer Simulation auf Unternehmen des metallerzeugenden und -verarbeitenden Gewerbes übertragen.
Many plant-level studies find that average wages in exporting firms are higher than in non-exporting firms from the same industry and region. This paper uses a large set of linked employer-employee data from Germany to analyze this exporter wage premium. We show that the wage differential becomes smaller but does not completely vanish when observable and unobservable characteristics of the employees and of the work place are controlled for. For example, blue-collar (white-collar) employees working in a plant with an export-sales ratio of 60 percent earn about 1.8 (0.9) percent more than similar employees in otherwise identical non-exporting plants.
This paper discusses the interdependencies that exist between vertically-linked industries in the (Spence-)Dixit-Stiglitz model of monopolistic competition. The main objective is to develop a concept for quantifying the magnitude of sectoral coherence in models of the New Economic Geography. It is motivated by the suggestion, by Venables (1996), that 'strategic industries' be identi®ed in terms of their agglomeration potential. Using a partial-analytic approach, we focus on inter-industrial relations in a closed economy to draw conclusions regarding international trade. We ascertain that two factors have an impact upon the strength of industrial linkages: 1) the monopolistic scope of intermediate suppliers, in terms of (technical) substitution elasticity; and the share in downstream costs for intermediates. Within a simulation study, this paper applies this new theoretical concept to eight basic industries across ten European countries.
This paper analyzes the growth impact of fiscal and institutional governmental policies in a regional context. The government provides a productive input that is complementary to private capital. Institutional policies include the decision about the type of public input as well as on the size of the region as determined by the number of firms. Fiscal policies decide on the extent of the public input. Private capital accumulation incurs adjustment costs that depend upon the ratio between private and public investment. After deriving the decentralized equilibrium, fiscal and institutional policies as well as their interdependencies and welfare implications are discussed. Due to the feedback effects both policies may not be determined independently. It is also shown that depending on the region’s size different types of the public input maximize growth.
This paper develops the concept of converging institutions and applies it to nanotechnologies. Starting point are economic and sociological perspectives. We focus on the entire innovation process of nanotechnologies beginning with research and development over di_usion via downstream sectors until implementation in final goods. The concept is applied to the nano–cluster in the metropolitan region of Grenoble and a possible converging institution is identified.
Viele Regelungen im deutschen Arbeitsrecht gelten nur für Betriebe ab einer bestimmten Größe, wobei derartige Schwellen meist anhand der Beschäftigtenzahl bestimmt werden. Die bestehenden 160 Schwellenwerte sind komplex und inkonsistent definiert, was ihre Beachtung durch die Firmen erschwert. Darüber hinaus kann das Überschreiten einer Schwelle zu zusätzlichen Kosten für die Firma führen, wie z.B. die Errichtung eines Betriebsrates oder die Zahlung einer Abgabe für die Nichtbeschäftigung von Schwerbehinderten. Obwohl die empirische Evidenz nicht eindeutig ist, deuten einige Studien darauf hin, dass Firmen das Überschreiten von Schwellenwerten bewusst vermeiden und der Beschäftigungsaufbau dadurch gedämpft wird. Um diese Transaktionskosten und Nebenwirkungen zu vermeiden, machen wir verschiedene Vorschläge zur Vereinfachung und Vereinheitlichung der Schwellenwertregelungen.
Nach einer mehrjährigen Konsolidierungsphase konnte die deutsche Biotechnologiebranche zunehmend Marktanteile im internationalen Wettbewerb gewinnen. Derzeitig werden zwei Entwicklungen innerhalb der Branche intensiv diskutiert: die Osterweiterung der Europäischen Union und die zunehmende wirtschaftlich-technologische Bedeutung der Schwellenländer, allen voran Indien und China. Hierbei sind folgende Fragestellungen von besonderem Interesse: Ist mit einer Verstärkung des internationalen Branchenwettbewerbs zu rechnen? Wie positioniert sich Deutschland? Welche Rolle spielen Absatz-, Forschungs- und Produktionsbedingungen in den Erweiterungs- und Schwellenländern? Welche Implikationen folgen für die deutsche Technologie- und Standortpolitik? Die vorliegende Arbeit fasst die Ergebnisse einer Unternehmensbefragung zusammen, die durch die Abteilung Innovation und Wachstum im Frühjahr 2006 durchgeführt wurde.
Der vorliegende Forschungsbericht und Bericht über Auslandsbeziehungen 2006 der Fakultät II für Wirtschafts-, Verhaltens- und Rechtwissenschaften ist der erste Forschungsbericht nach Fusion der ehemaligen Universität Lüneburg und der ehemaligen Fachhochschule Nordostniedersachsen. In der neuen Fakultät II wurden der ehemalige Fachbereich Wirtschafts- und Sozialwissenschaften (ohne Sozialwissenschaften) der Universität und die ehemaligen Fachbereiche Wirtschaft, Wirtschaftsrecht und Wirtschaftspsychologie der Fachhochschule zusammengefasst.
This paper discusses a model of vertical and horizontal product differentiation within the Dixit-Stiglitz framework of monopolistic competition. Firms compete not only in prices and horizontal attributes of their products, but also in the quality that can be controlled by R&D activities. Based upon the results of a general equilibrium model, intra-sectoral trade and the welfare implications of public intervention in terms of research promotion are considered. The analysis involves a numerical application to ten basic European industries.
Die Biotechnologie, identifiziert als eine der strategischen Zukunftstechnologien, ist gekennzeichnet durch eine hohe Forschungsintensität mit breiten Anwendungsfeldern. Nach einer seit 2001 andauernden Konsolidierungsphase steht die Branche gegenwärtig vor neuen Herausforderungen: der EU-Osterweiterung sowie der massiv vorangetriebenen Technologiepolitik in den Schwellenländer Indien und China. Einerseits entstehen durch die Integration dieser Wachstumsmärkte neue Forschungs-, Produktions- und Absatzmöglichkeiten, andererseits birgt der steigende Wettbewerbsdruck ein nicht unwesentliches Risiko für die junge deutsche Branche. Der vorliegende Beitrag setzt die Ergebnisse einer 2006 durchgeführten Online-Befragung deutscher BT-Unternehmen in direkten Bezug zur niedersächsischen BT-Industrie. Im zweiten Schritt wird die Analyse durch numerische Simulationen der EU-Erweiterung 2004 im Rahmen der so genannten New Economic Geography ergänzt. Die Analysen zeigen eine Verlagerungstendenz der Biotechnologiebranche in die europäische Peripherie. Diese Tendenz wird jedoch aufgrund von Infrastruktur- und Faktormarktrestriktionen gravierend gedämpft.
This paper analyzes, within a regional growth model, the impact of productive governmental policy and integration on the spatial distribution of economic activity. Integration is understood as enhancing territorial cooperation between the regions, and it describes the extent to which one region may benefit from the other region’s public input, e.g. the extent to which regional road networks are connected. Both integration and the characteristics of the public input crucially affect whether agglomeration arises and if so to which extent economic activity is concentrated: As a consequence of enhanced integration, agglomeration is less likely to arise and concentration will be lower. Relative congestion reinforces agglomeration, thereby increasing equilibrium concentration. Due to the congestion externalities, the market outcome ends up in suboptimally high concentration.
Recent discussions about the evolvement of nanotechnologies criticize that the notion ‘risk’ is too abstract and an all-inclusive category. Moreover, the concept of risk is not precise enough to describe the potential issues related to the development of nanotechnologies. Instead, experts of technological development speak more about risk communication. Within the field of nanotechnologies, they even redefined this expression in February 2005 and related it to the question of the societal acceptance of nanotechnologies. Risk communication is about to gain stakeholder acceptance of policy decisions, whereas public and stakeholders are encouraged to participate actively in the communication process through public consultations, hearings, etc. Thus on the one hand, the category of risk has been pragmatically nuanced in order to better highlight the vulnerability of the communication on nanotechnologies. On the other hand, this vulnerable communication is not the result of a deficit of information. It is based on the idea of participation, where the vulnerability relies on the social groups specialized in the design, the application, and the diffusion of nanotechnologies within society. How is this participation possible, and what does it mean? We develop this question in the framework of a comparative survey on experts that are involved in the deployment of nanotechnologies in Grenoble (France) and Hamburg (Germany).
This paper aims to determine if the contingent valuation method (CVM) can provide valid results useful in policy-making. This will be investigated by using a CV study that captures the willingness to pay (WTP) for the municipal cultural supply in Lueneburg, Germany. In contrast to previous CV studies that included a wide range of descriptive statistics, the empirical analysis of the current study focuses on multivariate analysis to explore the factors associated with the WTP. The results reflect current hypotheses in cultural economics. Thus, higher education levels and higher income are positively correlated with higher WTP. While the results indicate a highly significant impact of non-use values on the WTP for cultural goods across the different regression models, the findings for some variables differ considerably in magnitude across different regression models.
Gemäß Betriebsverfassungsgesetz müssen in Deutschland Betriebe ab einer bestimmten Größe Betriebsräte von ihrer beruflichen Tätigkeit freistellen. Anhand einer Vollerhebung aller betroffenen Betriebe wird in dieser Arbeit der Frage nachgegangen, ob die (mit Kosten verbundene) Freistellung des ersten Betriebsratsmitglieds eine bremsende Wirkung auf die Beschäftigungsdynamik von Betrieben hat. Weiterhin wird untersucht, ob die im Juli 2001 erfolgte Herabsetzung des Schwellenwerts von 300 auf 200 Arbeitnehmer zu einer Veränderung des Beschäftigungswachstums von Betrieben an diesen Schwellen geführt hat. Sowohl deskriptive als auch die ökonometrische Analysen deuten darauf hin, dass weder die alte noch die neue Freistellungsschwelle einen Einfluss auf das Beschäftigungswachstum von Betrieben hatte. Gleiches gilt für die gesetzliche Änderung des Schwellenwerts.
Die vorliegende Längsschnittuntersuchung der BA-geförderten Gründungskohorte des zweiten Halbjahres 2003 im Agenturbezirk Uelzen vergleicht mittels einer schriftlichen Befragung drei Jahre nach Gründungsbeginn schwerpunktmäßig ÜG- und ExGZ-Gründungen hinsichtlich erfolgsbezogener Merkmale. Zusätzlich werden die im Rahmen der Befragung erhobenen Informationen zur Gründungsmotivation, Gründungsvorbereitung, den finanziellen Rahmenbedingungen und der Bedeutung bestimmter Förderbedingungen für die Gründer ausgewertet. Bei einer Rücklaufquote von ca. 19 Prozent liegen 32 verwertbare ÜG- und 43 ExGZ-Fragebögen vor. Zur Überprüfung der Unterschiede von ÜG- und ExGZ-Gründungen werden T-Tests genutzt. Die Ergebnisse bestätigen erneut das Vorliegen einiger signifikanter Unterschiede zwischen ÜG- und ExGZGründungen.
