Im Kontext einer Sexualpädagogik der Gegenwart stellt sich die Frage, wie sich globale Strömungen und Veränderungen auf individuelles Denken, Erleben und Verhalten – bis hin zum sexuellen Sektor der menschlichen Lebensäußerungen – auswirken mögen und wo die Sexualpädagogik Orientierungspunkte findet.
Zielsetzung der Studie Kleine und mittelständische Unternehmen (KMU) gelten als notorisch strategieabstinent. So ermittelte in den 80er Jahren beispielsweise die Stratos-Forschergruppe nur bei einer kleinen Minderheit von KMU (nämlich bei etwa 11%) die Existenz einer „strategischen Planung“(Bamberger u.a. 1990, 88). Wesentlich günstiger fallen dagegen die Ergebnisse einer neueren Umfrage des Instituts für Mittelstandsforschung Bonn aus. Danach verfügen immerhin 54% der befragten mittelständischen Industrieunternehmen über eine schriftlich fixierte Unternehmensstrategie(Kayser/Wallau 2003, 88. Eine frühere Studie des Instituts für Mittelstandsforschung Lüneburg kommt zu einer ähnlichen positiven Einschätzung. Die Mehrheit der befragten Industrieunternehmen erarbeitet durchaus Strategien, die „…als Grundlage des Alltagsgeschäfts“ dienen.
Eskalierendes Commitment

Begriff Mit dem Begriff eskalierendes Commitment beschreibt man ein Phänomen, wonach sich Menschen oft von einem einmal eingeschlagenen Kurs (d.h. einer konkreten Verhaltensweise, einer Verhaltensstrategie, einem Handlungsmuster) nicht abbringen lassen und zwar selbst dann nicht, wenn sich immer deutlicher abzeichnet, dass der eingeschlagene Kurs in die Irre führt. Unter Commitment versteht man die Festlegung auf ein bestimmtes Verhalten. Sich auf ein Verhalten festzulegen ist unumgänglich. Wenn es denn überhaupt möglich wäre, sich auf gar nichts festzulegen (also keinerlei Commitment aufzubringen), könnte man nicht ein einziges Ziel erreichen, ohne Commitment gibt es kein Handeln und damit auch kein Überleben. Commitment ist also ein „normales“ Phänomen. Problematisch wird Commitment allerdings dann, wenn man es nicht auch wieder aufgeben kann, wenn es also gewissermaßen eingefroren ist und sich gegen bessere Einsichten verschließt – oder sich vielleicht sogar verstärkt, also eskaliert, gerade dann, wenn es eigentlich geboten ist, sich von seinem Commitment wieder zu lösen.
Die weltweiten Friedensdemonstrationen mit Millionen von Teilnehmern und Teilnehmerinnen der vergangenen Jahre 2002/2003 zeigen den Wunsch eines großen Teiles der Menschheit nach Frieden. Die Aktivität hunderttausender junger Menschen für den Frieden ist in Deutschland ein neuartiges Phänomen, das zum Teil als ein Resultat jahrzehntelanger Friedenserziehung und Friedenspädagogik in Elternhäusern, Kindergärten, Schulen und Hochschulen angesehen werden kann.
This paper presents the first nonparametric test whether German works councils go hand in hand with higher labor productivity or not. It distinguishes between establishments that are covered by collective bargaining or not. Results from a Kolmogorov-Smirnov test for first order stochastic dominance tend to indicate that pro-productive effects are found in firms with collective bargaining only. However, the significance level of the test statistic is higher than a usually applied critical level. This somewhat weak evidence casts doubts on the validity of results from recent parametric approaches using a regression framework that point to high positive effects of works councils on productivity.
System- und handlungstheoretische Überlegungen zur Führung von kleinen und mittleren Unternehmen

Abstract Es ist ein verbreitetes Vorurteil, dass kleinere Unternehmen weniger gut geführt werden als größere Unternehmen. Empirische Unterstützung erfährt diese Auffassung durch Erhebungen, die zeigen, dass kleinere Unternehmen das vorhandene betriebswirtschaftliche Instrumentarium nicht in gleichem Umfang nutzen wie größere Unternehmen. Der vorliegende Beitrag zeigt, dass dieser Tatbestand nichts über die Qualität der Unternehmensführung aussagt. Die Unternehmensgröße schafft zwar unterschiedliche Handlungsvoraussetzungen. Die Fähigkeit effiziente Handlungsstrukturen zu entwickeln bleibt davon jedoch unberührt.
Die vorliegende Studie versucht, einige Aspekte der „Qualität“ strategischen Handelns in KMU zu beleuchten. Der vorliegende Beitrag befasst sich mit dem Verhältnis von Gefühl, Urteil und Verhalten. Konkret geht es um die Beziehung zwischen der emotionalen Befindlichkeit bei der Arbeit und der Beurteilung der Arbeitssituation sowie der Verbundenheit mit dem Arbeitgeber. Als Grundlage der empirischen Analyse dienen Daten aus zwei Studien, einer Mitarbeiterbefragung in Unternehmen unterschiedlicher Branchen und einer Befragung der Mitarbeiter in mehreren Landesbehörden. Die Analyse zeigt, (a) dass es sinnvoll ist, konzeptionell deutlich zwischen der Bewertung der Arbeitssituation und den Gefühlen zu trennen, die das Arbeitsgeschehen begleiten, (b) dass die Gefühlslage zwar in die Beurteilung der Arbeitssituation einfließt, die Teilnahmemotivation der Arbeitnehmer hiervon allerdings nur bedingt beeinflusst wird, nämlich (c) durch eine Verstärkung der Verhaltenswirkungen, die von der besonders günstigen bzw. ungünstigen Beurteilung der Arbeitssituation ausgeht.
Es scheint ein lohnendes Unterfangen , das Bildungsideal des abendländischen, westlichen Kulturkreises aus einer Perspektive der Globalisierung zu beleuchten. Kritik will hier nicht der bloßen Kritik wegen einem absoluten Werte-Relativismus das Wort reden. Die Entwicklung der Allgemeinen Menschenrechte stellt eine kulturelle Leistung des Westens zur Förderung der Humanisierung der Menschheit dar. Aber es fragt sich, ob angesichts der Globalität der Postmoderne mit Recht von einem hegemonialen Bildungsmonopol gesprochen werden darf, ob der Vorwurf einer kulturellen Invasion gerechtfertigt erscheint und inwieweit ein Neudenken des Bildungsbegriffes durch die Vielfalt der Kulturen im globalen Ausmaß eine Bereicherung erfahren könnte.
Sozialwissenschaftlicher Sexualforschung werden in der Zukunft wichtige Aufgaben innerhalb der Sexualerziehung, der Sexualpädagogik, der Sexualbildung und der Sexualberatung erwachsen. Dabei gilt es, inhaltlich und methodisch neuartige Bildungskonzepte zu kreieren, zu entwickeln und zu erproben. Ziel sollte die Förderung einer humanen Sexualkultur sein, die sich an der Erklärung der Sexuellen Menschenrechte (1999 Hongkong) orientiert.
Weder junge noch alte Firmen sind jeweils homogen. Die wichtigste Entdeckung in mikroökonometrischen Studien ist und bleibt – mit den Worten von James Heckman in seiner Nobelpreis-Rede – „the evidence on the pervasiveness of heterogeneity and diversity in economic life.“ Brown, Hamilton und Medoff beendeten ihr Buch zu großen und kleinen Firmen mit der Bemerkung: „Sentiment aside, the results of our research suggest a clear message for policies affecting large and small firms: do not judge employers by their size alone.“ Dies gilt hier entsprechend für junge und alte Firmen – auch die dürfen nicht allein nach ihrem Alter beurteilt werden.
Based on data from a recent representative survey of the adult population in Germany this paper documents that the patterns of variables influencing nascent and infant entrepreneurship are quite similar and broadly in line with our theoretical priors – both types of entrepreneurship are fostered by the width of experience and a role model in the family, and hindered by risk aversion, while being male is a supporting factor. Results of this study using cross section data are in line with conclusions from longitudinal studies for other countries finding that between one in two and one in three nascent entrepreneurs become infant entrepreneurs, and that observed individual characteristics – with the important exception of former experience as an employee in the industry of the new venture - tend to play a minor role only in differentiating who starts and who gives up.
This paper studies the empirical effect of risk classification in the mandatory third-party motor insurance (TPMI) of Germany. We find evidence that inefficient risk categories had been selected in this market while potentially efficient information may have been dismissed. Risk classification did generally not improve the efficiency of contracting or the composition of insureds in this market. These findings can be partly explained by the existence of compulsory fixed coverage and other institutional restraints such as unitary owner insurance in this market.
Mikroökonometrische Studien mit Firmendaten aus vielen Ländern zeigen, dass exportierende Firmen eine höhere Produktivität aufweisen als Firmen, die lediglich den jeweiligen Binnenmarkt ihres Sitzlandes beliefern, und dass es einen Selbstselektionsprozess der produktiveren Firmen auf Auslandsmärkte gibt, während anderseits Exporttätigkeit nicht unbedingt die Produktivität verbessert. Der vorliegende Beitrag präsentiert empirische Befunde hierzu mit Daten für niedersächsische Industriebetriebe aus den Jahren 1995 bis 2004. Folgende Fragen stehen im Mittelpunkt: Wie unterscheiden sich Produktivität und Produktivitätswachstum zwischen exportierenden und nicht-exportierenden mittelständischen Betrieben? Gehen die produktiveren Betriebe den Schritt auf den Weltmarkt? Führen Exporte zu höherer Produktivität? Die Implikationen der Ergebnisse werden dann vor dem Hintergrund der internationalen Evidenz zum Zusammenhang zwischen Exporttätigkeit und Produktivität diskutiert.
Using representative data from the German social survey ALLBUS 2002 and the European Social Survey 2002/03, this paper provides the first empirical analysis of trade union never-membership in Germany. We show that between 54 and 59 percent of all employees in Germany have never been members of a trade union. Individuals’ probability of never-membership is significantly affected by their personal characteristics (in particular age, education and status at work), their political orientation and (to a lesser degree) their family background, and by broad location. In addition, occupational and workplace characteristics play a significant role. Most important in this regard is the presence of a union at the workplace.
Using a large recent representative sample of the adult German population this paper demonstrates that nascent necessity and nascent opportunity entrepreneurs are different with respect to some of the characteristics and attitudes considered to be important for becoming a nascent entrepreneur, and that they behave differently. Given the lack of longitudinal data, however, we have no information about the performance of entrepreneurs from both groups in the longer run.
In dieser Arbeit werden mögliche Auswirkungen des deutschen Schwerbehindertengesetzes auf die Arbeitsplatzdynamik anhand von Daten einer Vollerhebung davon betroffener Arbeitgeber durch die Bundesagentur für Arbeit und von Daten des IAB-Betriebspanels empirisch überprüft. Dabei wird aus Gründen der Verfügbarkeit geeigneter Daten die zweite Schwelle des Gesetzes von 25 Beschäftigten untersucht, bei deren Überschreiten die Betriebe im Untersuchungszeitraum 1999/2000 zwei Arbeitsplätze mit Schwerbehinderten besetzen oder eine Ausgleichsabgabe zahlen mussten. Sowohl deskriptive als auch multivariate Analysen deuten darauf hin, dass das Beschäftigungswachstum leicht gebremst wird, wenn Betriebe kurz vor dieser Schwelle stehen und nicht ausreichend Schwerbehinderte beschäftigen (also beim Überschreiten der Schwelle eine Ausgleichsabgabe zahlen müssten). Allerdings gibt es keine Anzeichen dafür, dass Betriebe in einer entsprechenden Situation hinter der Schwelle stärker Beschäftigung abbauen, um diese zu unterschreiten und damit die Abgabe zu vermeiden.
This paper discusses the emergence of endogenous redistributive cycles in a stochastic growth model with incomplete asset markets and heterogeneous agents, where agents vote on the degree of progressivity in the taxñtransferñscheme. The model draws from BÈnabou (1996) and ties the bias in the distribution of political power to the degree of inequality in the society, thereby triggering redistributive cycles which then give rise to a nonlinear, cyclical pattern of savings rates, growth and inequality over time.
Many public goods are characterized by rivalry and/or excludability. This paper introduces both non-excludable and excludable public inputs into a simple endogenous growth model. We derive the equilibrium growth rate and design the optimal tax and user-cost structure. Our results emphasize the role of congestion in determining this optimal financing structure and the consequences this has in turn for the government’s budget. The latter consists of fee and tax revenues that are used to finance the entire public production input and that may or may not suffice to finance the entire public input, depending upon the degree of congestion. We extend the model to allow for monopoly pricing of the user fee by the government. Most of the analysis is conducted for general production functions consistent with endogenous growth, although the case of CES technology is also considered.
This paper analyzes conditions for existence of a strongly rational expectations equilibrium (SREE) in models with private information, where the amount of private information is endogenously determined. It is shown that the conditions for existence of a SREE known from models with exogenously given private information do not change as long as it is impossible to use the information transmitted through market prices. In contrast, these conditions are too weak, when there is such learning from prices. It turns out that the properties of the function which describes the costs that are associated with the individual acquisition of information are important in this respect. In case of constant marginal costs, prices must be half as informative than private signals in order for a SREE to exist. An interpretation of this result that falls back on the famous Grossman–Stiglitz–Paradox is also given.
The EU electricity directive (96/92/EC) established the right of the member states to choose between Regulated and Negotiated Third Party Access (RTPA and NTPA). The interest group theory is able to explain whether the introduction of NTPA in Germany had been an interest group equilibrium under the restriction of EU-directive. Using the NTPA associations of electricity power suppliers, network monopolists and industrial consumers negotiated three agreements. The last one (AA VVII+) in December 2001 introduced a market comparison scheme with three structural features: “East-/West-Germany”, “consumption/population density”, and “cable rate”. These features are variables which are supposed to reflect cost differences between network suppliers. The theoretical analysis will derive the hypothesis that this conception allows to introduce a cost irrelevant factor and therefore to increase prices without harming firms which do not hold this factor. This hypothesis could be tested by analyzing the German low and medium voltage network suppliers in 2002 and 2003. Our estimations show that the use of structural feature “East-/West Germany” and “consumption/population density” could be explained by this hypothesis. But because we have no firm specific information about cost differences other explanations could not be excluded: Monopoly prices differ with marginal costs, and regulation could reflect real cost differences. The third structural feature “cable rate” has no influence in low voltage networks, but has an impact on access charges levied in medium voltage networks. This relationship is only given if we use the borderlines given by AA VVII+. Hence, we are not able to reject the interest group theory: The feature “cable rate” was introduced successfully to increase access charges for medium network suppliers which have high cable rates without having higher costs.
While the role of exports in promoting growth in general, and productivity in particular, has been investigated empirically using aggregate data for countries and industries for a long time, only recently have comprehensive longitudinal data at the firm level been used to look at the extent and causes of productivity differentials between exporters and their counterparts which sell on the domestic market only. This papers surveys the empirical strategies applied, and the results produced, in 45 microeconometric studies with data from 33 countries that were published between 1995 and 2004. Details aside, exporters are found to be more productive than non-exporters, and the more productive firms self-select into export markets, while exporting does not necessarily improve productivity.
This paper investigates the redistributive effects of taxation on occupational choice and growth. We discuss a twoñsector economy in the spirit of Romer (1990). Agents engage in one of two alternative occupations: either selfñemployment in an intermediate goods sector characterized by monopolistic competition, or employment as an ordinary worker in this sector. Entrepreneurial pro_ts are stochastic. The occupational choice under risk endogenizes the number of _rms in the intermediate goods industry. While the presence of entrepreneurial risk results in a suboptimally low number of _rms and depresses growth, nonñlinear tax schemes are partly capable of compensating the negative by effects by ex post providing a social insurance.
This paper presents the first empirical test with German establishment level data of a hypothesis derived by Helpman, Melitz and Yeaple in a model that explains the decision of heterogeneous firms to serve foreign markets either trough exports or foreign direct investment: only the more productive firms choose to serve the foreign markets, and the most productive among this group will further choose to serve these markets via foreign direct investments. Using a non-parametric test for first order stochastic dominance it is shown that, in line with this hypothesis, the productivity distribution of foreign direct investors dominates that of exporters, which in turn dominates that of national market suppliers.
