This paper traces the profound decline in German unionism over the course of the last three decades. Today just one in five workers is a union member, and it is now moot whether this degree of penetration is consistent with a corporatist model built on encompassing unions. The decline in union membership and density is attributable to external forces that have confronted unions in many countries (such as globalization and compositional changes in the workforce) and to some specifically German considerations (such as the transition process in postcommunist Eastern Germany) and sustained intervals of classic insider behavior on the part of German unions. The ‘correctives’ have included mergers between unions, decentralization, and wages that are more responsive to unemployment. At issue is the success of these innovations. For instance, the trend toward decentralization in collective bargaining hinges in part on the health of that other pillar of the dual system of industrial relations, the works council. But works council coverage has also declined, leading some observers to equate decentralization with deregulation. While this conclusion is likely too radical, German unions are at the cross roads. It is argued here that if they fail to define what they stand for, are unable to increase their presence at the workplace, and continue to lack convincing strategies to deal with contemporary economic and political trends working against them, then their decline may become a rout.
Dieser Leitfaden wurde im Wintersemester 05/06 anlässlich des Projekts „Insolvenzrecht“ von einem vierzehnköpfigen Team, bestehend aus Studierenden des Fachbereichs Wirtschaftsrecht (Universität Lüneburg), ihrem Dozenten Prof. Dr. Zenz und Herrn Ritter von der Volksbank Uelzen-Salzwedel erstellt.
Using unique recently released nationally representative high-quality data at the plant level, this paper presents the first comprehensive evidence on the relationship between productivity and size of the export market for Germany, a leading actor on the world market for manufactured goods. It documents that firms that export to countries inside the euro-zone are more productive than firms that sell their products in Germany only, but less productive than firms that export to countries outside the euro-zone, too. This is in line with the hypothesis that export markets outside the euro-zone have higher entry costs that can only by paid by more productive firms.
We analyze the optimal dynamic scale and structure of a two-sectoreconomy, where each sector produces one consumption good and one specific pollutant. Both pollutants accumulate at di_erent rates to stocks which damage the natural environment. This acts as a dynamic driving force for the economy. Our analysis shows that along the optimal time-path (i) the overall scale of economic activity may be less than maximal; (ii) the time scale of economic dynamics (change of scale and structure) is mainly determined by the lifetime of pollutants, their harmfulness and the discount rate; and (iii) the optimal control of economic scale and structure may be non-monotonic. These results raise important questions about the optimal design of environmental policies.
Agro-biodiversity can provide natural insurance to risk averse farmers. We employ a conceptual ecological-economic model to analyze the choice of agrobiodiversity by risk averse farmers who have access to financial insurance. We study the implications for individually and socially optimal agro-ecosystem management and policy design when on-farm agro-biodiversity, through ecosystem processes at higher hierarchical levels, generates a positive externality on other farmers. We show that for the individual farmer natural insurance from agro-biodiversty and financial insurance are substitutes. While an improved access to financial insurance leads to lower agro-biodiversity, the e_ects on the market failure problem (due to the external benefits of on-farm agro-biodiversity) and on welfare are determined by properties of the agro-ecosystem and agro-biodiversity’s external benefits. We derive a specific condition on agro-ecosystem functioning under which, if financial insurance becomes more accessible, welfare in the absence of regulation increases or decreases.
We use comparable micro level panel data for 14 countries and a set of identically specified empirical models to investigate the relationship between exports and productivity. Our overall results are in line with the big picture that is by now familiar from the literature: Exporters are more productive than non-exporters when observed and unobserved heterogeneity are controlled for, and these exporter productivity premia tend to increase with the share of exports in total sales; there is strong evidence in favour of self-selection of more productive firms into export markets, but nearly no evidence in favour of the learning-by-exporting hypothesis. We document that the exporter premia differ considerably across countries in identically specified empirical models. In a meta-analysis of our results we find that countries that are more open and have more effective government report higher productivity premia. However, the level of development per se does not appear to be an explanation for the observed cross-country differences.
Das Institut für Volkswirtschaftslehre der Universität Lüneburg legt hiermit seinen zweiten eigenständigen Forschungsbericht vor. Seit 1999 erschien unser Bericht als Teil des Forschungsberichts des Fachbereichs Wirtschafts- und Sozialwissenschaften; dieser Bericht wurde nach dem Berichtsjahr 2005 eingestellt, da der Fachbereich seit 2006 Teil der neuen Fakultät II ist. Für die Fakultät II ist bisher kein solcher ausführlich informierender Forschungsbericht vorgesehen. Wir möchten mit unserem Bericht alle Interessenten an unserer wissenschaftlichen Arbeit in kompakter Form über die von uns bearbeiteten Forschungsthemen und die dabei erarbeiteten Publikationen sowie unsere weiteren Leistungen unterrichten. We develop a comprehensive multi-level approach to ecological economics (CML-approach) which integrates philosophical considerations on the foundations of ecological economics with an adequate operationalization. We argue that the subject matter and aims of ecological economics require a specific combination of inter- and transdisciplinary research, and discuss the epistemological position on which this approach is based. In accordance with this understanding of inter- and transdisciplinarity and the underlying epistemological position, we develop an operationalization which comprises simultaneous analysis on three levels of abstraction: concepts, models and case studies. We explain these levels in detail, and, in particular, deduce our way of generic modeling in this context. Finally, we illustrate the CML-approach and demonstrate its fruitfulness by the example of the sustainable management of semi-arid rangelands.
Dieser Projektbericht wurde im Wintersemester 07/08 von einem dreizehnköpfigen Team, bestehend aus Studierenden des Departments Wirtschaftsrecht der Leuphana Universität Lüneburg, unter Leitung von Prof. Dr. Zenz, erstellt. In der übertragenen Aufgabe galt es, den Weg der Normen des Genossenschaftsgesetzes von der alten Fassung hin zur Novellierung zu rekapitulieren. Ausgehend vom alten Gesetzestext ist somit für die maßgeblichen Bestimmungen aufgezeigt, welche Änderungen das vom Bundesministerium der Justiz gebildete Referat im Gesetzesentwurf und in der dazugehörigen Begründung vom 19.10.2005 verfasste. Aufbauend auf dieser „Rohfassung“ erfolgt sodann ein Abgleich mit der hierzu erfolgten Stellungnahme des BVR, also des Bundesverbandes der Deutschen Volksbanken und Raiffeisenbanken vom 27.10.2005 und der Stellungnahme des Bundesrates vom 10.03.2006 hin zum verabschiedeten Text, wie er sich heute in dem geltenden Genossenschaftsgesetz wieder findet.
Die Arbeiten dieser Anthologie wurden im Rahmen von Wetterstationen, einem Projekt mit fünf internationalen Partnern, das vom Kulturprogramm der Europäischen Union gefördert wird, in Auftrag gegeben. Schriftsteller und Schüler an den fünf Standorten nahmen an dem Projekt teil und der vorliegende Band enthält eine Auswahl ihrer Arbeiten.
Nach zweijährigem Bestehen wurde am 16. Dezember 1991 das Forschungsinstitut Freie Berufe im Fachbereich Wirtschafts- und Sozialwissenschaften der Universität Lüneburg als europaweit erstes universitäres Institut seiner Art feierlich im Rathaus zu Lüneburg eingeweiht. Zum Wintersemester 1991 wurde zudem die neue Professur ´Statistik und Freie Berufe´ durch Prof. Dr. Joachim Merz besetzt.Wir freuen uns, Ihnen anläßlich dieser offiziellen und feierlichen Einweihung unseres For-schungsinstituts Freie Berufe und der Besetzung der neuen Professur, die dort gehaltenen Reden vor-legen zu können. Sie geben Aufschluß über die Gründungsphase, die Förderung und Einbindung in das universitäre und öffentliche Leben und beschreiben die bisherigen Arbeiten sowie zukünftigen Forschungsschwerpunkte.
This research report presents a transdisciplinary student research project on developing climate resilience of communities in Marine Protected Areas in the Lesser Antilles. For the second time, the Leuphana University Lüneburg and the Sustainable Marine Financing Programme (SMF) of the Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) partnered up. The first project on the Caribbean Island Dominica showed that community resilience is a complex concept that is not yet well understood. Building on these findings, this year’s project broadened the scope in addressing the effect of varying local conditions on climate resilience on four different Caribbean islands: Dominica, Grenada, St Lucia, and St. Vincent and the Grenadines. For the GIZ, the research project aimed at improving the understanding of the socio-ecological resilience framework for tackling problems of Marine Managed Areas (MMA) and Marine Protected Areas (MPA). Also, it enabled new thoughts on how the GIZ and other development agencies can more effectively assist island states to better cope with the challenges of climate change. The role of the students from the “Global Environmental and Sustainability Sciences” programme of Leuphana University included the design of four transdisciplinary research projects to study the effect of varying local conditions in disaster-prone regions in the Southern Caribbean on climate resilience. The developing island states in the Caribbean are extremely vulnerable to more frequent and intense natural hazards while relying on ecosystem services that are threatened by extreme weather events, in particular Hurricanes. After such adverse events, low economic stability leads to a dependency of the states on international assistance. To decrease the vulnerability to shocks, counteracting measures that encourage learning and adaptation can increase the resilience against extreme weather events and their consequences. Concepts that were considered during the design of the transdisciplinary research projects were the adaptation of systems, diversity and stakeholder participation and resilience-focused management systems. Building on the results from last year in Dominica, the establishment of a four islands design allowed for greater comparison to better understand community approaches to solve a concrete sustainability problem: securing livelihoods while protecting natural and cultural resources. The research methods of a literature review, stakeholder mapping, semi-structured interviews, scenario development and visioning were used in the projects. A comparison of the four TD projects revealed four overarching lessons. First, all countries recognise a need for restoration and conservation projects, i.e., nature-based solutions implemented and managed by the local community in the MPA. Furthermore, all four cases show that the limited participation of local people in the management and organisation of the MPA is a factor constraining community resilience. Third, this TD project highlights the importance to distinguish climate change as an event or as a process. When climate change occurs as a series of disaster events (e.g., hurricanes, floodings, and heatwaves) in combination with s gradual degradation of natural ecosystems (e.g., coral bleaching and ocean warming), people in MPA communities show highly adaptive and restorative behaviour. Finally, this project was an attempt to realize a cross-cultural and virtual transdisciplinary project. The research approach of transdisciplinarity links different academic disciplines and concepts, and non-scientific stakeholders are included to find solutions for societal and related scientific problems. A major learning was that in virtual TD projects particular attention needs to be paid to setting clear boundaries and be explicit about success criteria. Nonetheless, the findings of the projects provide valuable learning lessons to be applied in practice and that can prove useful for future research.
