Subaquatic ammunition dumpsites of both, conventional as well as chemical ammunition do practically exist in every single ocean and even in a significant number of inland waters. Most of these dumpsites are based on related post world war dumping actions, when victorious and defeated states had to get rid of their enormous surplus stocks of ammunition and especially the not easy to be handled chemical warfare agents like mustard, phosgene and even nerve agents. After first attempts of conventional destruction like burning, explosion or even simple emptying of chemical agents into pits or holes in the ground, those attempts soon emerged to be very time-consuming and dangerous. Adequate destruction technologies of today’s standards like detonation chambers or plasma kiln did just not exist at that time. The persons in charge soon focused on a much more promising solution attempt: the dumping of this ammunition into surrounding water bodies. In the case of the post World War II dumping actions, the focusing on the former deep water sites soon turned out to be not practicable, based on related enormous costs and logistical problems. The Baltic Sea – with maximum water depths of about 150 m – seemed then to represent the easiest way to get rid of the problematic ammunition. By these activities 65,000 to up to 300.000 tons of chemical ammunition ended up in the Baltic Sea. Concerning conventional ammunition like water mines, torpedo warheads, high explosive devices etc., there is practically no information available but experts assume at least another 100.000 tons of conventional material in the Baltic Sea. Environmental aspects and the issue of protection of the sea were – like in other cases of subaquatic dumping actions worldwide – completely ignored at that time. Nevertheless, subaquatic dumping actions took place until the late 1980ies. Today these dumping sites – whether based on conventional or on chemical ammunition – do represent a very problematic and highly dangerous heritage to present and future generations: Corrosion of the containers and shells results in a not to be forecasted diffuse emission or rather leaking of the ammunition contents into the water body. Substances that are in most cases highly or even extremely toxic for humans, flora as well as fauna contaminate the marine environment with mostly unknown toxicological and ecotoxicological effects. The majority of these substances are known to have carcinogenic, teratogenic and/or mutagenic effects and practically nothing is known about the potential of these substances to end up in the food chains. Especially in recent years there are more and more findings of significantly increased arsenic values in fish that cannot be explained but there are strong signs that these values are based on ammunition dumpsites. Besides the mentioned toxicological and ecotoxicological effects, there are further significant risks as e.g. the possible access to the ammunition also in the context of terrorist and right-wing extremist activities, the continuous catching of and resulting injuring of fishermen by ammunition, the constant endangering of the civil and commercial shipping by direct contact or rather too close convergence to dumped ammunition especially in the context of self detonation or a sudden release of significant amounts of these substances e.g. in the context of an accident and last but not least the uncontrollable landing of containers and ammunition as well as already flushed out contents on coasts and beaches. Basically can be stated that there is still a significant need of action and scientific investigation in the general topic of subaquatic ammunition dumpsites and that related measures have to be taken immediately – especially concerning our sense of responsibility for future generations.
Im Kontext der demografischen Entwicklung müssen Instrumente der Mitarbeiterbindung neu hinterfragt werden. Um die Fachkräfte, die auf dem Arbeitsmarkt nicht mehr verfügbar sind im Unternehmen zu halten, müssen HR-Praktiken im Unternehmen möglicherweise an altersspezifische Bedürfnisse angepasst werden. Es kann angenommen werden, dass die Bindung an die Organisation – bedingt durch Entwicklungsverläufe über die Lebensspanne – in verschiedenen Altersgruppen von unterschiedlichen Faktoren beeinflusst wird (Conway, 2004; Finegold, Mohrman & Spreitzer, 2002). Ziel dieser Arbeit ist es, entsprechende altersbedingte Veränderungen und Priorisierungen zu identifizieren, die einen differenziellen Einfluss auf Mitarbeiterbindung haben. Aus Phasenmodellen der Entwicklungspsychologie werden diese Differenzierungen herausgearbeitet, um daraus Hypothesen zu unterschiedlichen Zusammenhangsstärken situativer Entstehungsbedingungen und affektiver Bindung herzuleiten. Zur Überprüfung der Hypothesen wurden zwei empirische Studien durchgeführt: 1) In einer unternehmensinternen Untersuchung wurden 121 Mitarbeiter in den Altersgruppen 20 bis 30, 31 bis 45 und 46 bis 65 Jahre befragt; 2) Im Rahmen einer Online-Befragung wurden 420 Arbeitnehmer der gleichen Altersgruppen befragt. Die angenommenen moderierenden Effekte wurden mit Hilfe verschiedener Methoden überprüft. Zunächst wurden moderierte Regressionsanalysen gerechnet, um die linearen Hypothesen zu überprüfen. Aus diesen Analysen zeigten sich in beiden Studien kaum Effekte. Eine Subgruppenanalyse, in der die Korrelationsstärken der drei Altersgruppen miteinander verglichen wurden, zeigte zum Teil substanzielle Unterschiede in den Zusammenhangsstärken zwischen Entstehungsbedingungen und affektivem organisationalem Commitment (ACO), teils aber auch stabile Zusammenhänge über alle Altersgruppen hinweg. Wenige Ergebnisse zeigten sich in beiden Studien gleich. Einige Ergebnisse widersprechen den Hypothesen: So zeigte hier die Möglichkeit zu generativem Verhalten am Arbeitsplatz auch in der jüngeren Gruppe substanzielle Zusammenhänge mit ACO, während die gebotene Entwicklungsmöglichkeiten auch in der älteren Gruppe starke Zusammenhänge mit ACO zeigten. Auf Besonderheiten und Unterschiede der beiden Studien wird eingegangen, Implikationen für weitere demografierelevante Forschung werden aufgezeigt und Hinweise für die Gestaltung des Personalmanagements gegeben. Insbesondere untermauert die Arbeit die Notwendigkeit a) einer individuellen Betrachtung von Mitarbeitern jeden Alters, um Bindung zu fördern sowie b) einer Berücksichtigung des jeweiligen Unternehmenskontexts.
Eine emanzipatorisch orientierte Qualitätsentwicklung in Wohneinrichtungen für geistig behinderte Menschen kann sich nicht damit begnügen, Prozessabläufe auf rein formaler Ebene nach standardisierten Mustern zu „optimieren“. Qualität muss vielmehr als inhaltliche Güte der Betreuungsleistungen und als Güte der Lebensbedingungen der betroffenen Menschen verstanden und aktiv verbessert werden. Für die Wissenschaft bedeutet dies, den kontemplativen Außenstandpunkt zu verlassen und sich im sozialen Feld der geistigen Behinderung verändernd einzumischen. Eine solche Wissenschaft steht in der Tradition der Kritischen Theorie nach Max Horkheimer und sieht sich dem übergeordneten Auftrag zur Emanzipation aller Menschen, die an der vollen Entfaltung ihrer Persönlichkeit gehindert werden, verpflichtet. In der Empirie fällt dabei der Kategorie der „Zufriedenheit“ eine zentrale Bedeutung zu. Zufriedenheit kann nicht in künstlichen Interviewsituationen „gemessen“, sondern muss in gemeinsamen Handlungsvollzügen mit den betroffenen Menschen sinnlich, konkret erfahrbar werden. Unzufriedenheit wird dabei umso wertvoller, sofern sie reale Widersprüche sichtbar werden lässt und Veränderungen begünstigt. Der Forscher muss im Prozess einer Evaluation den Heimbewohnern Vergleichsmöglichkeiten anbieten und mitunter sogar provozierend auf das soziale Feld einwirken, damit eingeschliffene stationäre Strukturen neu hinterfragt werden. Konflikte sind dabei fast unvermeidbar. Schließlich kommt eine derart verstandene Qualitätsentwicklung nicht umhin, die grundlegenden Begriffe der Wohnformen „ambulant“ und „stationär“ auf rechtlicher, soziologischer und historischer Grundlage neu zu definieren. Ein entscheidendes Kriterium für eine ambulante Wohnform ist die deutliche Trennung zwischen privatem Wohnraum der Klienten und dem „Hoheitsgebiet“ des Trägers. Die Grenzen beider Sphären dürfen sich nicht verwischen. In der untersuchten Einrichtung ist genau diese Trennung nicht gelungen. Auch ist deutlich geworden, dass eine Ambulantisierung auf erhebliche Widerstände seitens der pädagogischen Mitarbeiter stößt. Sie halten an den alten stationären Strukturen fest, weil sie ihnen Orientierung und Entlastung bieten. Umso wichtiger wird somit das Empowerment der Bewohner. Sie müssen dabei unterstützt werden, sich gegen institutionell vorgegebene, Grenzen, die Entwicklungsmöglichkeiten behindern, aufzulehnen. Die Auswertung dieses Forschungsprozesses erfolgt qualitativ, überwiegend durch Feinanalyse einzelner Handlungssequenzen, in denen die Grundstrukturen des untersuchten Feldes deutlich werden. Auch die Konflikte zwischen den Mitarbeitern, der Leitung und der Forschungsgruppe werden abschließend reflektiert.
Die vorliegende Dissertation setzt sich mit der Thematik der Science-Center und ihren pädagogischen Grundlagen auseinander. Darüber hinaus wird der besondere Aspekt der mehrsprachigen Gestaltung des Lernorts Vaisseau erläutert. Ziel der Arbeit ist es Ansätze für eine SC-Pädagogik zu entwickeln, die sowohl aus den erziehungswissenschaftlichen Teilbereichen als auch aus dem Konzept des Vaisseau wissenschaftlich aufgearbeitet und hergeleitet werden. Die Entwicklung dieses Konzepts für die Integration von Mehrsprachigkeit durch Sprachenbegegnung an einem informellen Lernort ist ebenfalls Ziel dieser Arbeit. Verknüpft wurden diese beiden Ziele mit einer Besucherevaluation, in deren Kontext Kinder und Jugendliche und Erwachsene befragt wurden. Basierend auf den Resultaten der Evaluation und der Literaturanalyse konnten Kennzeichen einer Science-Center- Pädagogik sowie Kennzeichen eines informellen Mehrsprachigkeitskonzepts formuliert werden.
Fostering socio-economic development throughout all Member States is a fundamental goal of the European Union. With one third of its budget, the EU tries to support regional development in lessdeveloped regions and improve the life of its citizens. To reach its goal, a shift can be observed from a single sided focus on factor mobility and thus transportation and other infrastructure facilities to a higher diversity in approaches, including culture, the arts and creativity. Here, creative industries and innovation are keywords within Structural Funds, the main instrument of EU regional policies. However, very little is known on how cultural operators in the form of artists, opera houses etc. contribute to regional development by implementing Structural Funds projects. The framework conditions set on EU level are very open, allowing the sector to contribute in their own way to socioeconomic development. To improve the understanding of how cultural operators access Structural Funds this dissertation was guided by the question: What kind of strategies do cultural operators use to access Structural Funds in Poland? Or on a more abstract level: What are the formal and informal norms within the application process for cultural operators, and in which way do they impact the application strategies of cultural operators in Poland? By working on those questions, this dissertation is providing an insight into how cultural operators on the ground approach Structural Funds. The case study on cultural operators in Poland serves as a concrete example and gives a clearer picture of access strategies, barriers and facilitators within this process. Because research is scarce on this subject, a choice for an in-depth case study analysis within one country was taken. With a theoretical framework of sociological Neo Institutionalism, especially a model developed by Victor Nee and Paul Ingram (1998), the research focusses on different levels of interaction and the role of formal and informal norms. The model was modified to support the analysis of actors’ strategies, and explain the application process of cultural operators. Here, the focus was on the micro level (cultural operators) and its interaction with the meso level (national). The model was enriched at the end of the research with elements of Bourdieu’s theory of practise, namely his concepts of fields and capital. Poland was selected as case study country due to its unique position as the biggest new Member State with its long cultural tradition at the heart of Europe and a very positive formal framework for cultural projects within Structural Funds. The focus was on the years 2004-2007 and thus covered mainly the first funding period for Poland. As empirical evidence, 27 expert interviews were carried out with cultural operators and their environment in Poland. They were analysed on a qualitative basis, using Atlas.ti, and co-occurrence network views. The author conducted all interviews within a period of two months, and most of the interviews were conducted in English. Important steps within the analysis were the emergence of a project idea, the ‘melting’ of this idea into a project application, different challenges linked to the application process and information gathering as a crucial factor within this process. In the end, the findings were validated by three EU experts from the Commission and the European Parliament. Conclusions: Findings show that the application strategy is driven by a set of formal and informal norms. Among them one can find elements linked to financing and co-financing, access and distribution of information and capacity building in the form of knowledge gathering and experience. The informal channels proved to be especially valuable. Further, the organisation resources have a significant impact when applying for Structural Funds. This is not limited to sufficient financial means but also related to existing networks and knowledge of whom to ask for information and support. Here, reference can be made e.g. to Bourdieu’s concept of capitals. Based on those findings, a typology of three different actors’ groups with different challenges and project profiles was developed. It can be shown that their positions and strategies are influenced, not only by formal rules and norms, but also to a high level, by informal norms and structures. As a result, projects were generally implemented by rather big and well-established organisations. Most of them focussed on the conservation of cultural heritage or the construction of new, ‘classical’ cultural infrastructure such as museums and opera houses. However, innovation and creativity are thought to grow especially in smaller, often younger and ‘different’ settings. As the EU is interested in those elements to find a region-tailored solution to socio-economic development needs, a nearly exclusive focus on rather traditional flagship projects implemented by well-established organisations appears insufficient: In other words, there is a discrepancy between proclaimed possibilities and attempts within political statements and Structural Funds rules on one side and the picture on the ground on the other side. Thus, if the fostering of socio-economic development through innovation and new approaches is to emerge, attempts need to be taken to increasingly support cultural operators with less favourable given capital. The thesis presented enhances knowledge within these processes and therefore contributes to the improvement of the situation. Because only if conditions are analysed and known, processes on national and EU level can change and alternatives be considered. As a conclusion for the micro level, a strong networking and gathering of know-how independently from formal structures seems the most promising short-term approach. From a long-term perspective, a formalisation of networks and stronger lobbying, especially on national level but also on EU level will be needed if framework conditions are to change in favour of a more diversified and flexible approach.
This dissertation is based on three empirical studies on the thematic complex of the comparative advantages of self-employment and business start-ups out of unemployment. The first study examines the characteristics of persons who present a broad range of experience in terms of professional competencies. The extent to which self-reported entrepreneurial competence and the assessment of professionally self-employed activities correlate with the number of professional competencies acquired is examined in particular. It emerged from previous studies that the tendency to establish new businesses increases with the variety of experience. More recent studies show, however, that different causes may lie behind this correlation. The results of this study show that both entrepreneurial competence and the estimation of self-employment increase with the number of professional competencies. However, the analyses would indicate that entrepreneurial competence (self-assessment) is more strongly correlated and that an actual increase in qualifications lies behind the self-assessed entrepreneurial competence. Moreover, it emerges that self-assessed entrepreneurial competence increases at decreasing marginal rates with the number of professional competencies. The second study examines the extent to which professional background and, in particular, the professional and employment experience of an individual influence the duration he or she remains in self-employment. This is studied on the basis of data from a survey of founders who become self-employed out of unemployment. The study is based on the idea that individual characteristics can be used productively in different forms of employment and that specific competence and comparative characteristics affect the time-dependent exit from self-employment. The results initially confirm previous findings, in particular that firm characteristics do not play a very significant role in the decision to start up a business from a position of unemployment. Broad-based qualifications plus business skills, a high level of intrinsic motivation for self-employment and exploitable professional experience display a strong positive correlation with the duration in self-employment; this would suggest corresponding comparative advantages for self-employment. However, business skills alone reduce the time-dependent probability of survival in self-employment and accelerate exits into employment. The third study analyzes features of local labor markets in terms of their influence on the duration of self-employment. The basis of the study is provided by process-produced data generated by the German Federal Employment Agency on the employment biographies of individuals who received support in establishing businesses with a view to exiting unemployment. Individual characteristics were examined in addition to regional determinants. The idea behind the study is that local labor market conditions can have different comparative effects on income possibilities in both positions of employment and self-employment. The exit from self-employment is described as a change in work activity which arises following the evaluation of different income options. The results show that local labor market conditions have a considerable influence on the duration of self-employment and that the effect of local labor market conditions is very complex. The results would prompt the expectation that a one-dimensional perspective based on the local unemployment rate does not provide an adequate measure of general economic conditions. Increasing regional unemployment reduces the duration of self-employment while increasing uncertainty on the local labor market results in its extension. Moreover, all local characteristics display reducing to reversing marginal effects. Tests of individual characteristics show that persons from small businesses, master craftsmen and foremen, and persons with high income premiums remain longer in their last employment situation than the controls. These characteristics are clearly associated with comparative advantages for self-employment. The study also corroborates the impression that people with business backgrounds quickly leave self-employment for employed positions.
Die Personalentwicklung an Krankenhäusern ist stark berufsgruppenorientiert. Die Entwicklung der Krankenhäuser im Zeitalter von Fallpauschalen und Qualitätsmanagement relativiert aber den Nutzen traditioneller, weitgehend berufsständisch orientierter Personalentwicklung und verkehrt ihn in das Gegenteil. Wie kann eine erfolgreiche Personalentwicklung aussehen, die den Menschen im Krankenhaus tatsächlich hilft, ihren Arbeitsalltag kompetent und mit Freude zu bewältigen? Kann man Personal überhaupt entwickeln? Mit der Idee einer integrierten Personalentwicklung im Krankenhaus gibt der Autor eine in doppelter Hinsicht wertvolle Antwort: Zum einen liefert er den theoretischen Hintergrund für Personalentwicklung in komplexen Organisationen; hier nimmt er Bezug auf die Beiträge der Psychologie, Soziologie, Betriebswirtschaft und der Erziehungswissenschaft, ergänzt um die theoretischen Grundlagen der Systemtheorie. Die Arbeit wird mit der Darstellung des Ist-Standes und den Perspektiven einer integrierten Personalentwicklung an den Universitätsklinika Deutschlands, Österreichs und der Schweiz fundiert, welche im Rahmen eines Forschungsprojektes erhoben wurden. Zum Zweiten wird die Tauglichkeit und Umsetzbarkeit der Idee der integrierten Personalentwicklung am Praxisbeispiel eines Universitätsklinikums belegt.
Die Arbeit untersucht den Einfluss von Hochschulpräinkubatoren auf Unternehmensgründungen in der Planungsphase. Sie kommt zu dem Ergebnis, dass diese Einrichtungen einen positiven Einfluss sowohl auf die Zufriedenheit der Nutzer als auch auf die Unternehmensentwicklung nimmt durch: kostenlose Bereitstellung von passenden Räumlichkeiten, intensive Betreuung der Gründungspersonen in Form von Coaching, Mentoring und Beratung, Zugang zu Hochschulressourcen und engagiertes Personal, das sich für die Nutzerunternehmen und deren Gründungspersonen einsetzt.
Die selektive katalytische Reduktion (SCR) mit Ammoniak als Reduktionsmittel gehört zu den bedeutenden Stickoxidminderungsmaßnahmen bei Personenkraftwagen. Aufgrund des Gefahrenpotentials von Ammoniak wird eine wässrige Harnstofflösung mit einem Harnstoffgehalt von 32,5 % als Reduktionsmittelträger verwendet. Die technischen Herausforderungen im Umgang mit diesem Reduktionsmittelträger liegen in der Kältestabilität mit einem Gefrierpunkt von -11,5°C, der begrenzten Haltbarkeit und der Gefahr zur Bildung von Harnstoffablagerungen in der Abgasanlage. In der Arbeit wird das Ablagerungs- und Alterungsverhalten dieser wässrigen Harnstofflösung unter möglichst realen Bedingungen untersucht. Die Alterung des Reduktionsmittels wird durch verschiedene Fahrzeug- und Umwelteinflüsse während des Betriebes verursacht. Neben der thermischen Alterung als größte Einflussquelle werden ebenfalls tiefe Temperaturen mit Phasenwechseln, die Art der Behälterentgasung, die Fahrdynamik, der Luftdruck und die Hydrolyse hinsichtlich eines Alterungseinflusses untersucht. Auf Basis dieser Daten wird ein empirisches Alterungsmodell entwickelt, was die Bestimmung eines maximalen Alterungszustandes der wässrigen Harnstofflösung erlaubt. Die veränderten chemisch-physikalischen Eigenschaften des gealterten Reduktionsmittels sowie dessen Auswirkungen auf die Emissionen werden in dieser Arbeit bestimmt. Ablagerungen in der Abgasanlage entstehen ausgehend von einer Wandfilmbildung bei niedriger Verdampfungsrate und hoher Verweilzeit des Reduktionsmittels auf kühlen Flächen. Der auskristallisierte Harnstoff wandelt sich je nach Dauer und Ausmaß der thermischen Belastung in Folgeprodukte um. Die Ablagerungsbildung wird im Realbetrieb phänomenologisch beschrieben und charakterisiert. Auf dieser Basis wird das reale Ablagerungsverhalten auf einen Prüfzyklus übertragen und eine geeignete Bewertungsmethode entwickelt. In einer systematischen Untersuchung wird der Einfluss der Wandtemperatur, der Einspritzfrequenz, des Einspritzdrucks, des Einspritzwinkels, der Tropfengröße, der Oberflächenspannung und der Reduktionsmittelalterung experimentell ermittelt. Daraus werden allgemein Möglichkeiten zur Minderung von Harnstoffablagerungen in der Abgasanlage entwickelt und beschrieben.
