Corruption in Europe in Comparative Perspective
Corruption as “the abuse of entrusted power for private gain” (Transparency International, 2013) is detrimental to economic, social and political development. It intensively violates the fundamental principles of democracy such as equality, fairness, transparency and accountability (Sandholtz and Taagepera, 2005). Europe exhibits a wide spectrum of corrupt activities and is characterized by large differences as to the extent and dynamics of corruption. Thus, it is astonishing that there is still little knowledge about the region-specific factors that determine corruption. Considering corruption as a multilevel phenomenon that takes place at the country level and is often measured by certain aggregated indices, this project examines corruption also at the individual level with data from the World Values Survey. The study includes 37 European countries at the macro level and 20 countries at the micro level (1995-2010). For comparative purposes and in order to uncover specific European determinants of corruption, all statistical calculations are run with an additional sample (“non-European country sample”), including countries world-wide. The results of the panel and multilevel analysis indicate that a country’s rate of inflation, international integration, the degree and duration of democracy, anti-corruption policy, the percentage of women in parliaments, religion, society’s history of corruption strongly influence the extent and dynamics of corruption at the country-level. At the individual level, an individual’s employment status, satisfaction with the financial situation, emancipative values, interpersonal trust and the justification of bribery are significant causes of corruption across and within European countries. A comparison of these results with the findings of the “world sample” clearly demonstrates that there are regional differences.
Sustainability and Justice - Conceptual Foundations and Cases in Biodiversity and Fishery Policy

Sustainability aims at justice in a threefold sense: intragenerational justice, intergenerational justice, and justice towards nature. However, the justification, specific content and practical implications of justice claims and obligations in the sustainability context often remain underspecified. This dissertation therefore asks: How can the concept of justice be structured systematically? How can justice be specified in the context of sustainability? Which specific problems of justice arise in sustainability policy? And what are the respective contributions of (sustainability) economics and (sustainability) ethics? The five papers of this cumulative dissertation approach these issues from different angles, working at the conceptual level and at the level of cases from biodiversity and fishery policy. In Paper 1, a formal conceptual structure of justice is developed, which lists the conceptual elements of justice conceptions: the community of justice including claim holders and claim addressees, their claims (and corresponding obligations), the judicandum (that which is to be judged as just or unjust), the informational base for the assessment, the principles of justice, and on a more practical level, the instruments of justice. By specifying these conceptual elements of justice, it is possible to analyse and compare different conceptions of justice. In Paper 2, the normative dimension of sustainability is discussed in terms of justice. Based on the identification of certain core characteristics of the concept of sustainability, we determine the specific challenges of justice in the context of sustainability along the conceptual structure of justice (from Paper 1). Inter alia, we show that sustainability calls for the integration of justice claims in the relationships with contemporaries, future humans and nature in a non-ideal context characterized by uncertainty, systemic mediation and limits. Paper 3 addresses the contribution of economics to the assessment of trade-offs between intergenerational and intragenerational justice. Economic analysis can delineate the opportunity set of politics with respect to the two justice objectives and identify the opportunity cost of attaining one justice to a higher degree. While the two justices are primary normative objectives, the criterion of efficiency - when directed at the attainment of these justice objectives - has the status of a secondary normative objective. Paper 4 constitutes a case study, reconstructing the ´biopiracy´ debate from a justice perspective. The paper links to the so called Access and Benefit-Sharing framework of the Convention on Biological Diversity, and addresses the question, which problems of justice arise regarding the utilization of genetic resources and traditional knowledge, especially if associated with patenting. It is shown that the predominant perspective of justice-in-exchange is insufficient and therefore complementary conceptions, namely of distributive justice, corrective justice and structural justice have to be taken into account. Paper 5 empirically assesses the justice notions of stakeholders in the Newfoundland fishery, building on qualitative semi-structured interviews and a combination of inductive and deductive coding. A central result is that inshore fishers are seen as the main claim holders, with a claim to participate and being listened to, and the opportunity to make a living from the fishery. Recognition, participation and distribution are all important domains of justice in the context of the Newfoundland fishery. The paper also discusses the relationship between normative theorizing and empirical justice research. Overall, this thesis integrates ideal and non-ideal normative theorizing, economic analysis, empirical justice research and hints at institutional implementation in the debate on sustainability and justice.
Ökologische Nachhaltigkeit in Beherbergungsbetrieben in regionalen Naturparks in der Deutschschweiz

Die Dissertation hat vor, die in der Vorrede des Ursprungs des deutschen Trauerspiels dargestellte Erkenntnistheorie Walter Benjamins in fünf Schritten zu porträtieren: die Idee als objektive Anordnung der Phänomene und intentionslose Darstellung des Empirischen; die ideale Darstellung als monadologische Auffassung der Totalität; die Konfiguration der Ideen als lebende Form der verstreuten phänomenischen Elemente; die Zeit der Konfiguration als intermittierende Rhythmik der Erscheinung der verminderten Figur der Ewigkeit; das Wiedererkennen einer solchen Figur der Minorität als Zeichen des Echten bzw. des Ursprunges. Das Porträtieren wird demnach als theoretische Methode definiert - das Porträt als Instrument des Wiedererkennens der Erkennbarkeit.
Herausforderungen wie Klimawandel, Ressourcenmangel oder steigende Energiepreisen erfordern eine höhere Energieeffizienz. Der Gebäudesektor ist für hohe Energieverbräuche verantwortlich. Ein Instrument zur Steigerung
der Gebäudeenergieeffizienz ist das Energiespar-Contracting (ESC). Ein externer Contractor verpflichtet sich vertraglich zur Durchführung effizienzsteigernder Maßnahmen eines Gebäudes. Die Aufwendungen werden refinanziert durch realisierte Energiekosteneinsparungen. Obwohl das ESC Vorteile bietet wird es selten angewandt. Die
Arbeit fokussiert sich besonders auf Möglichkeiten und Probleme des ESC als Geschäftsmodell für Stadtwerke. Die Arbeit verknüpft wissenschaftliche Erkenntnisse und Praxiswissen und konzentriert sich auf rechtliche Aspekte.
Befreiung aus dem Kreislauf des Konsums. Über den Beitrag von Yoga zu einer suffizienten Lebensweise

Suffizienz ist ein Strategieansatz, dessen Verfolgung für das Erreichen einer nachhaltigen Entwicklung unerlässlich ist. In ihrer praktischen Umsetzung trifft die Suffizienzstrategie jedoch auf vielfältige Hindernisse, die die Etablierung von konkreten Maßnahmen verhindern. Im Rahmen dieser Arbeit wurde untersucht, inwiefern die Philosophie und Praxis des Yoga einen Schlüssel für die Umsetzung der Suffizienz auf privater Ebene darstellen kann. Nach der Methodik der qualitativen Sozialforschung wurden Einzelinterviews mit Yogalehrer*innen durchgeführt, deren Auswertung das Transformationspotenzial des Yoga in Richtung einer suffizienten Lebensweise näher erläutert. Die Forschungsergebnisse bestätigen eine Suffizienzorientierung der befragten Personen seit dem Beginn ihrer Yogapraxis und deuten auf eine erhöhte Bereitschaft für die Akzeptanz von Suffizienzmaßnahmen hin. Ein direkter Zusammenhang zwischen Yoga und dem Wissen um die Notwendigkeit einer suffizienten Lebensweise konnte nicht nachgewiesen werden.
Die Ergebnisse dienen der Suffizienzforschung als Ansatzpunkte für die Entwicklung neuer Umsetzungsstrategien.
Entwicklungen und Potenziale der Kultur- und Kreativwirtschaft im ländlichen Raum - Der Kreis Höxter

Mit dem Thema „Kultur- und Kreativwirtschaft“ kam ich zum ersten Mal 2009 im Rahmen eines Praktikums in der Staatskanzlei des Bundeslandes Nordrhein-Westfalen in Kontakt. Damals waren in der Kulturverwaltung des Landes alle Weichen auf die Vorbereitung und die politische sowie administrative Begleitung der Kulturhauptstadt Europas RUHR.2010 gestellt. Dass mit dem Ruhrgebiet eine gesamte Region den Zuschlag für die Ausrichtung
des Jahres erhielt, war ein Novum. Von der Entwicklung diverser Vorgängerprojekte und - veranstaltungen über die tatsächliche Ausgestaltung des Rahmenprogramms bis hin zur anschließenden Nachbereitung und Evaluation der einzelnen Programmpunkte und des gesamten Jahres: Bei allen Projektschritten nahmen Unternehmen und Akteure der Kultur-und Kreativwirtschaft eine essenzielle Rolle ein. Besonders reizvoll an einer eingehenden Beschäftigung mit dem Thema „Kultur- und Kreativwirtschaft“ war für mich dessen Interdisziplinarität. Neben Fragen, die aus der Interdependenz von Kultur und Ökonomie hervorgehen, entwickelte ich spezielles Interesse an der Ausgestaltung einer Policy für diese neu limitierte Wirtschaftsbranche.
Nach meiner Bachelor-Arbeit zu einer kulturpolitischen Fragestellung schloss ich während meines Master-Studiums an der Leuphana Universität Lüneburg eine Praxisphase in der Abteilung „Kulturelle Angelegenheiten“ der Senatskanzlei Berlin an. Während dieses Praktikums leitete ich in der Berliner Kulturverwaltung die Ausschreibung einer empirischen Erhebung ein, die die wirtschaftlichen und sozialen Rahmenbedingungen für
Kultur- und Kreativschaffende in Berlin und Brandenburg misst und die in besonderer Weise die spezifischen Standortfaktoren für die Kultur- und Kreativwirtschaft in den beiden Bundesländern untersucht. Ziel des Projektes war es, fortan eine regelmäßige Befragung ins Leben zu rufen, um mittels Zeitreihen Entwicklungen festzuhalten und konstant Handlungsempfehlungen für kultur- und wirtschaftspolitisch Verantwortliche
bereitstellen zu können. Während der Mitarbeit in der Senatskanzlei Berlin und der fokussierten Analyse der umtriebigen Kultur- und Kreativwirtschaft in der Bundeshauptstadt entstand die Idee einer Untersuchung von kultur- und kreativwirtschaftlichen Strukturen im ländlichen Raum.
Meine Schwerpunktsetzung auf ländliche Regionen erklärt sich folgendermaßen: Zum einen blieb eine wissenschaftliche Betrachtung von Kultur- und Kreativwirtschaft bisher in 5 erster Linie städtischen Ballungsräumen vorbehalten. Zum anderen zeigt sich mit Blick auf den veröffentlichten Report zur Kultur- und Kreativwirtschaft in Nordrhein-Westfalen, dass bei der Betrachtung des Wirtschaftssektors bis dato ein starker Fokus auf das Ruhrgebiet, das Rheinland und mit einigen Einschränkungen auf das Münsterland gelegt
wurde (vgl. Ministerium für Wirtschaft, Energie, Industrie, Mittelstand und Handwerk 2012: 16). Gezielte Analysen zu Entwicklungen und Potenzialen der Kultur- und Kreativwirtschaft in ländlich geprägten Räumen, zum Beispiel in ostwestfälischen Verwaltungsbezirken, gibt es bis dato nicht. Hier setzt mein Forschungsvorhaben an.
Hinweisen möchte ich an dieser Stelle noch darauf, dass aus Gründen der Lesbarkeit in der Thesis auf die weibliche Form verzichtet wurde, diese jedoch selbstverständlich immer mit gemeint ist.
Auch wenn das Entflechtungsmodell des Independent Transmission Operators vorsieht, dass die Muttergesellschaft durch Anteile Eigentum an dem Übertragungs- bzw. Fernleitungsnetzbetreiber behält, bestehen organisationsrechtliche Vorgaben, um die Unabhängigkeit zu gewährleisten. Allein durch den Aufsichtsrat kann die Muttergesellschaft ihre Interessen mittelbar vertreten. Doch über die Auslegung der Zusammensetzung gemäß § 10d Abs. 3 EnWG besteht Unklarheit. Vor allem bei Anwendung des DrittelbG besteht eine Inkompatibilität zwischen energie- und mitbestimmungsrechtlichen Vorgaben, die sich in der uneinheitlichen Zusammensetzung in der Praxis niederschlägt. Diese Arbeit beschäftigt sich daher mit Auslegungsmöglichkeiten und Vorschläge hinsichtlich der Zusammensetzung.
This thesis makes an important contribution to better understanding biodiversity and ecosystem function relationships across trophic levels in forests - aspects that are still underrepresented in BEF research. Ongoing biodiversity loss can be expected to change important trophic interaction pathways in these ecosystems, making increased efforts in exploring the mechanisms underlying, and the drivers determining, the impact of trophic complexity on the relationships between biodiversity and ecosystem functioning a crucial objective for holistic approaches to BEF research.
