Die schlechte Qualität von Binnengewässern ist ein weit verbreitetes und herausforderndes Problem für die Menschheit. Das Konzept der Komplexität ist ein besonders vielversprechendes Konzept zur Analyse und Lösung dieses Problems und von Problemen der öffentlichen Ordnung im Allgemeinen. Der Hauptgrund ist die Stärke des Konzepts, strukturelle Problemmerkmale innerhalb eines umfassenderen strukturellen Ansatzes für die politische Problemlösung zusammenzufassen. Bislang blieben diese möglichen Vorteile jedoch verborgen, da kein klares Verständnis der Komplexität vorhanden war, was letztendlich eine systematische Analyse der Auswirkungen der Komplexität auf Lösungen und Governance-Strategien behinderte. Diese Studie zielt darauf ab, den Wert des Komplexitätsbegriffs für systematische vergleichende Analysen von Wasserproblemen und von Problemen der öffentlichen Politik im Allgemeinen zu stärken. Um dieses Ziel zu erreichen, werden in dieser Arbeit das Konzept der Komplexität sowie die Implikationen der Komplexität für Lösungen und Governance-Strategien sowohl aus theoretischer als auch aus empirischer Sicht spezifiziert. Zu diesem Zweck werden fünf grundsätzliche Ansätze angewandt, die sich auf die zugrunde liegenden Prämissen, die Rolle eines interdisziplinären Ansatzes, die Europäische Wasserrahmenrichtlinie als empirischen Bezugspunkt, die Integration von praktischem Wissen und den Fokus auf externe Validität beziehen. Hauptergebnisse sind: Operationalisierung und Messung: Diese Dissertation bietet eine detaillierte Operationalisierung der Komplexität in Bezug auf die Dimensionen der Ziele, Variablen, Dynamiken, Vernetzungen und Informationsunsicherheiten. Sie zeigt zudem, dass sich Wasserqualitätsprobleme in Deutschland entlang dieser fünf Komplexitätsdimensionen unterscheiden. Dies gilt für 37 Typen von Wasserqualitätsproblemen und vier Problemcluster, die sich hier auf ´zahme´, ´bösartige´, ´sysytemkomplexe´ und ´mit Unsicherheit behaftete´ Probleme beziehen. Implikationen von Komplexität für Lösungen: Diese Dissertation legt nahe, dass die Beziehungen zwischen Komplexität und Politikumsetzung sowohl positiv als auch negativ sein können und je nach Dimension der Komplexität und Politikumsetzung variieren können. In Bezug auf die untersuchten Wasserqualitätsprobleme zeigt diese Arbeit zudem verschiedene Auswirkungen der Komplexität auf die Politikumsetzung auf, sowohl bei den 37 Problemtypen als auch bei den vier Problemclustern. Implikationen von Komplexität für die Governance: Diese Dissertation schlägt einen differenzierten theoretischen Ansatz vor, um Governance-Strategien für komplexe Problemlösungen zu definieren. Dabei wird gezeigt, dass die Rolle verschiedener Institutionen, Akteure und Interaktionen für Lösungen entlang der fünf Schlüsseldimensionen der Komplexität (Ziele Variablen, Dynamiken, Vernetzungen und Informationsunsicherheiten) sowie entlang verschiedener Managementstrategien (Informationsgenerierung, Modellierung, Verwendung von Entscheidungsunterstützungs-instrumenten, Priorisierung von Maßnahmen, Konfliktlösung, Entscheidung unter Unsicherheit und Anpassungsfähigkeit und Flexibilität) variieren. Zukünftiger Forschung wird empfohlen, auf diesen Ergebnissen aufzubauen, indem weitere empirische Nachweise geliefert werden und der Governance-Ansatz für komplexe Problemlösungen weiter kontextualisiert wird. Auf diesem Weg kann dazu beigetragen werden, die ´Logik des Scheiterns´ (Dörner 1996) in Bezug auf komplexe Problemlösungen in eine ´Erfolgslogik´ umzuwandeln, um Probleme unterschiedlicher Komplexität im Wasserressourcenmanagement und bei Problemen öffentlicher Ordnung anzugehen.
Sustainability transitions research proposes fundamental changes of societal systems´ organisation to overcome persistent societal challenges, such as climate change or biodiversity loss, and allowing systems to become more sustainable. This thesis adresses an underlying tension in sustainability transitions research: between transitions as an open-ended process of fundamental change and the normative direction of this change: sustainability. In doing so, three themes so far underexplored in sustainability transitions scholarship are in the focus of the research: individual agency, normativity and transdisciplinary collaboration. Thereby, the thesis aims to strengthen process-oriented and potentially transformative approaches to sustainability transition research, in contrast to primarily descriptive-analitical approaches. Transition management as a recent and salient example of transdisciplinary transition research is chosen to provide research framework and application context. Based on conceptual-theoretic, empirical case study and reflexive work, three main results are contributed: First, a psychologically enriched understanding of individual and sustainability related agency in conceptual and empirical understandings of transition management is developed. This builds on two perspectives: a psychologically enriched capability approach as well as the analysis of social effects (social learning, empowerment and social capital development) of transition management to capture sustainability oriented agency increases. As second main result, normative considerations, namely sustainability, are included into transition management on conceptual and empirical levels. Therein, substantive, procedural and intentional aspects of sustainability are combined: Substantive aspects are covered by proposing capabilities, behavioral freedoms to live a valuable life, as normative yardsticks to measure developments. Procedural aspects include a detailed understanding of facilitating a learning journey towards making sustainability meaningful in the local transition management cases and setting up experiments for its realiziation. Intentional aspects are addressed by linking social effects of transition management to awareness, motivations and feelings of responsibility towards sustainability. As a third main result, the transdisciplinary collaboration in transition management of creating an arena as an interactive learning space is conceptualized and explored, as well as the roles of the researchers therein. Key issues of this learning space, the community arena, are drawn out and ideal-type roles and activities of researchers in addressing these issues are proposed and empirically analysed. As synthesis of thesis results, ten principles of sustainability transition management are proposed.
Traditional farming landscapes have been created in coexistence of rural dwellers and local ecosystems over long time spans, and can be considered tightly coupled ´social-ecological systems´ (SES). Since these landscapes typically embody exceptionally high levels of biological diversity and multiple socio-cultural values, their protection is critical from a sustainability perspective. Due to the pressures of globalization and social change, however, rural livelihoods and farmland biodiversity are at risk. While the focus of research is often on the Southern hemisphere, there are traditional farming landscapes in the former socialist countries of Central and Eastern Europe (CEE) which are equally affected by rapid change, and thus deserve particular attention. Since the institutional breakdown of socialism in 1989, the CEE states have not only been confronted with an unprecedented socio-economic and environmental transition. Their integration into the multi-level governance regime of the European Union (EU) further resulted in the transformation of decision-making structures and competition within the EU common market. In light of the profound changes traditional farming landscapes of Central and Eastern Europe are confronted with, they serve as a valuable source of learning about the institutional design necessary to harmonize socio-economic development and biodiversity conservation within regional social-ecological systems worldwide. This thesis is the result of an in-depth analysis of one traditional farming landscape of Central and Eastern Europe, namely Southern Transylvania (Romania). Based on empirical research involving diverse stakeholder groups, this thesis assessed the impact of EU policy on the area, the institutional features characterizing local-level governance in Southern Transylvania, and the barriers and bridges towards sustainable rural development. This thesis finds that while rural dwellers are highly dependent on smallholder farming and local ecosystems for their livelihoods, Southern Transylvania is currently confronted with a range of structural development barriers. These are likely to be exacerbated by a governance system consisting of historically grounded ´elite social networks´, and by EU policies which often do not fit rural realities. The findings of this dissertation underline that entrenched informal institutions, political will, and historical legacies play a critical role for the governance of traditional social-ecological systems since these ´social system features´ do not only mediate how external policies act on the local level. They may further restrict local adaptive and innovation capacities which, however, are critical for the transformation towards sustainable development. This thesis further finds that there are no blueprint solutions for the design of rural development strategies. Instead, (supra-) national policies should take better account of local socio-economic and cultural particularities.
Over 25 years after the UNCED conference in Rio de Janeiro in 1992, agriculture in the European Union (EU) has below the line not come much closer to being sustainable. By now, efforts to promote sustainability in agriculture have predominantly been based on “mainstream science”. This has resulted in strategies directed mainly at agricultural production, measures targeted at individual farms, and a major focus on technology-centered solutions. Yet, there have been many claims emphasizing that such approaches are insufficient to deal with wicked, sustainability-related problems. Rather, it has been argued, we need to question the governance of sustainability issues, i.e. who makes which decisions in which way. A central aspect of sustainability governance is collaboration, which has been lauded for its benefits but also criticized for its challenges. The potential benefits of collaboration have apparently been recognized also in the context of EU agriculture. Yet, there has been a lack of holistic consideration of how collaboration can be systematically integrated and promoted in the governance of EU agriculture. Sustainable agriculture cannot only be encouraged through changes in the overall governance system but also through the support of existing and emerging small-scale collaborative initiatives for sustainable agriculture. Indeed, there has been substantial research on the conditions that influence success of similar collaborative initiatives. However, the knowledge resulting from this research remains rather scattered and does not allow for the identification of overall patterns. Additionally, little of this research specifically focuses on sustainable agriculture. What is more, the promotion of collaboration for sustainable agriculture is further complicated by the lack of clarity of the meaning of sustainable agriculture, which is an inherently ambiguous and contested concept. This cumulative dissertation aims to address these gaps by contributing to a better understanding of how collaboration can be facilitated and designed as a means to govern for and advance sustainable agriculture. For this purpose, the dissertation addresses three sub-aims: 1) Advancing the understanding of the concept of sustainable agriculture; 2) scrutinizing the current governance system regarding its potential to facilitate or hamper collaboration; 3) assessing conceptually and empirically how actor collaboration can be facilitated as a means to govern for sustainable agriculture, both from a top-down and a bottom-up perspective. In doing so, this dissertation focuses on EU agriculture and applies a mix of methods, ranging from qualitative to quantitative dominant. The findings of this dissertation highlight that collaboration has been underappreciated and even hampered as an approach to governing for sustainable agriculture. In contrast, this dissertation argues that collaboration offers one promising way to promoting and realizing agriculture and emphasizes the need to integrate different approaches to collaboration and to sustainable agriculture. Thus, the findings of this dissertation encourage and justify more research, discussion, and action around collaboration in the context of sustainable agriculture. Additionally, the dissertation provides first tangible insights both on principles for systemic change to promote governance for sustainable agriculture and on factors that are crucial for the successful management of small-scale collaborative initiatives. Most importantly, this dissertation advocates an ‘integrative attitude’ among and between scientists and practitioners which could enable more collegial, collaborative and hopefully more constructive research, discussion and action for sustainable agriculture.
Die Abhandlung gibt einen ersten Überblick über Entstehung, theoretische Hintergründe und Auswirkungen der finanziellen Bürgerbeteiligung im Rahmen der New Public Governance (NPG) in den deutschen Kommunen. Grundsätzlich kann festgestellt werden, dass die Kommunen in Zukunft vor großen sozialen, ökonomischen und ökologischen Herausforderungen stehen, die für ihre nachhaltige Entwicklung von entscheidender Bedeutung sind. Insbesondere der enge finanzielle Handlungsspielraum vieler Städte und Gemeinden in Kombination mit den Auswirkungen der demographischen Entwicklung und Urbanisierungsprozessen in einzelnen Regionen in Deutschland, bedingt neue Konzepte und innovative Herangehensweisen für die öffentliche Aufgabenerfüllung. Ein Bestandteil dieser neuen Form der Aufgabenerfüllung stellen finanzielle Bürgerbeteiligungsmodelle dar. Diese Modelle vereinen öffentliche, For-Profit- und Non-Profit-Elemente in ihren Strukturen und werden in dem Beitrag näher erläutert. Abschließend wird auf das besondere Verhältnis der Sparkassen und Kreditgenossenschaften in Verbindung mit den finanziellen Bürgerbeteiligungen eingegangen.
Water is an essential natural resource, yet we are experiencing a global water crisis. This crisis is first and foremost a crisis of governance rather than of actual physical resources. Capacities of single, unitary states are severely challenged by the complex, multi-scalar, and dynamic structure of contemporary problems in water resource management. New modes of governance stress the potential of public participation and scalar restructuring for effective and legitimate environmental decision-making. However, a lack evidence on the actual implementation and instrumental value of novel governance modes stands in stark contrast to the strong beliefs and assumptions that often see these being propagated as ´panaceas´ or ´universal remedies´. With this doctoral dissertation I aim to contribute to a deeper understanding of the implementation and performance of public participation and scalar restructuring in environmental governance, and particularly to engage in systematic research into the contextual factors that shape the performance of such governance innovations. Based on the conceptual approaches of participatory, multi-level governance and scale, I advance a conceptual framework specifying mechanisms and important contextual factors describing the potential of participation and rescaling to impact on the efficacy of environmental decision-making. Applying this framework, I employ a mixed-methods approach combining qualitative, quantitative, set-theoretic, and review methods, with the aim of maximising the validity of results. Drawing on the institutional frame of the European Water Framework Directive (WFD), I first assess the extent and conditions under which participation and rescaling are actually implemented in the European water resource management regime. Subsequent analyses examine whether these governance shifts, where implemented, actually lead to environmentally effective and legitimate political decisions, and foster social outcomes. Results indicate that actual changes in governance structures remain modest, whereas previous institutional structures and experiences prove rather durable. Hence, despite recent shifts distributing authority towards alternative actors and scales, the state has persisted in its role as central authority in the European water resource management regime. To the extent that they were implemented, public participation and rescaling were generally positively related with the environmental effectiveness and legitimacy of political outcomes. The analysis provides a context-sensitive understanding, by unravelling the supposedly linear relationship between governance inputs and outputs to develop a more nuanced picture of the governance process rather as a composition of multiple, interdependent causal mechanisms that, depending on their actual configuration, lead to various outcomes. In this way, particularly the tension between legitimacy and effectiveness of political outcomes is disentangled, with both being seen as the result of distinct but interrelated properties of the governance system and its contextual circumstances. The thesis furthermore provides insights of practical and policy relevance, highlighting the need and potential to take a context-sensitive perspective in policy design and decision-making. The framework paper and the Ph.D. thesis thus together enhance academic understanding of environmental governance and its potential contributions to sustainability transitions.
