| Abstract | Extra-family childcare is the largest field of work and action in social work. No other field of work is developing as rapidly as child day care. For decades, specialist consultants have been involved in the expansion and further development of childcare facilities. Since the introduction of Social Code Book VIII (1990) (Kinder- und Jugendhilfegesetz, SGB VIII), "practical advice" has been made available to employees in child and youth welfare services. In West Germany, the term "specialist counselling" had established itself in the decades before. The research conducted so far has shown which tasks specialist advisors take on or are ascribed to. There is a gap in the research on how consultants shape their professional actions. In this study, therefore, the question of the emergence of specialist counselling and the design of specialist counselling is investigated. On the basis of the individual case of a municipal consultant in the rural area of Lower Saxony, a reconstruction is created with the biographical research method "Experienced and Told History" ("Erlebte und erzählte Geschichte") according to Rosenthal and general lines of development are traced. The phenomena described are interpreted in a theory-based way with a focus on the constitution and construction of specialist counselling as a women's social profession and the design of professional action. From the reconstructed dimensions of action, an analysis model for the reflection of didactics will be developed. The argumentation of a necessary "work programme" for specialist consultants for the professionalisation, responsibility of science and research desiderata forms the temporary conclusion of this study combined with the claim to pursue this further in the future, both politically and scientifically. Die außerfamiliäre Kinderbetreuung ist das größte Arbeits- und Handlungsfeld der Sozialen Arbeit. Kein Arbeitsfeld entwickelt sich so rasant wie die Kindertagesbetreuung. An dem Ausbau und der Weiterentwicklung von Kindereinrichtungen sind seit Jahrzehnten Fachberater beteiligt. Seit der Einführung des SGB VIII (1990) soll für die Mitarbeiter in der Kinderhilfe und Jugendhilfe "Praxisberatung" zur Verfügung stehen. In Westdeutschland hatte sich der Begriff der Fachberatung in den Jahrzehnten zuvor etabliert. Die bislang vorliegende Forschung zeichnete nach, welche Aufgaben Fachberater übernehmen oder ihnen zugeschrieben werden. Eine Forschungslücke besteht darüber, wie Fachberater ihr professionelles Handeln gestalten. In dieser Studie wird daher der Frage nach der Entstehung von Fachberatung und der Gestaltung des Fachberatungshandelns nachgegangen. Anhand des Einzelfalls eines kommunalen Fachberaters im ländlichen Raum Niedersachsen wird mit der Biografieforschungsmethode "Erlebte und erzählte Geschichte" nach Rosenthal eine Rekonstruktion erstellt und generelle Entwicklungslinien nachgezeichnet. Die beschriebenen Phänomene werden mit dem Fokus auf Konstitution und Konstruktion von Fachberatung als sozialer Frauenberuf und Gestaltung des professionellen Handelns theoriegebunden interpretiert. Aus den rekonstruierten Handlungsdimensionen wird ein Analysemodell zur Reflexion der Didaktik erarbeitet. Die Argumentation eines notwendigen "Arbeitsprogrammes" für Fachberater zur Professionalisierung, Verantwortung der Wissenschaft und Forschungsdesideraten bilden den vorübergehenden Schlusspunkt dieser Studie verbunden mit dem Anspruch, diese in Zukunft fachpolitisch und wissenschaftlich weiterzuverfolgen. |
