| Abstract | The increasing financial needs of some of the German municipalities in combination with a more restrictive loan policy and even a withdrawal from financing of municipalities by German banks has led to a development of partnerships between citizens and the public sector to guarantee the fulfilment of voluntary municipal tasks. This analysis presents and discusses the underlying citizen financial participation schemes of these partnerships in the light of New Public Governance and identifies possible options for co-financing and co-production on the municipal level in Germany. Furthermore an analysis of the institutional background of public savings banks and cooperative banks in the light of their prospective relationship to co-production through citizen financial participation schemes is part of this dissertation. Die Abhandlung gibt einen ersten Überblick über Entstehung, theoretische Hintergründe und Auswirkungen der finanziellen Bürgerbeteiligung im Rahmen der New Public Governance (NPG) in den deutschen Kommunen. Grundsätzlich kann festgestellt werden, dass die Kommunen in Zukunft vor großen sozialen, ökonomischen und ökologischen Herausforderungen stehen, die für ihre nachhaltige Entwicklung von entscheidender Bedeutung sind. Insbesondere der enge finanzielle Handlungsspielraum vieler Städte und Gemeinden in Kombination mit den Auswirkungen der demographischen Entwicklung und Urbanisierungsprozessen in einzelnen Regionen in Deutschland, bedingt neue Konzepte und innovative Herangehensweisen für die öffentliche Aufgabenerfüllung. Ein Bestandteil dieser neuen Form der Aufgabenerfüllung stellen finanzielle Bürgerbeteiligungsmodelle dar. Diese Modelle vereinen öffentliche, For-Profit- und Non-Profit-Elemente in ihren Strukturen und werden in dem Beitrag näher erläutert. Abschließend wird auf das besondere Verhältnis der Sparkassen und Kreditgenossenschaften in Verbindung mit den finanziellen Bürgerbeteiligungen eingegangen. |
