T1 - Competition in Network Industries: The Case of the German Postal Market N2 - The postal sector has a long monopolistic tradition in many countries; however, since the 1990s it has undergone considerable changes. At the beginning of that decade, the European Commission abolished exclusive rights within the postal system and opened up the market to new private postal providers and changes have continued to accelerate after two important European directives. Both directives were intended to improve the quality of service in the industry and to open up the market to competition. What has changed since the opening of the German postal market? A look at market shares measured by volumes of processed postal items, or by revenue, quickly reveals the prevailing dominance of the former monopolist Deutsche Post AG (DPAG). Despite an increasing number of market entries by private postal providers, it seems the German postal market is still characterized by the old monopolistic structures and that the aim of creating a competitive environment has not been fully achieved. This thesis deals with different competition issues from an economics perspective. The analyses are based on self-collected data and in-depth interviews conducted during on-site visits and thus provide first empirical evidence regarding the status quo in the German postal market. N2 - Seit Verabschiedung der ersten Postrichtlinie der EU im Jahr 1997 haben bereits mehrere europäische Staaten ihren Briefmarkt für den Wettbewerb geöffnet. Auch in Deutschland wurde der Briefmarkt schrittweise seit 1998 dereguliert und zum 01.01.2008 dem Wettbewerb komplett geöffnet. Vor dieser kompletten Marktöffnung konzentrierte sich der Wettbewerb im deutschen Briefmarkt zwangsläufig auf die sogenannten höherwertigen Dienstleistungen, zu denen beispielsweise die taggleiche Zustellung gehört, was für dieses konkrete Beispiel faktisch nur für lokale Märkte möglich war. Was hat sich seit der Öffnung des Marktes auf dem deutschen Briefmarkt verändert? Wirft man einen Blick auf die Marktanteile (gemessen an den Sendungsmengen oder am Umsatz), so stellt man sehr schnell fest, dass der ehemalige Monopolist Deutsche Post AG (DPAG) nach wie vor den Markt dominiert. Bereits ein kurzer Blick auf diese Kennzahlen lässt sofort den Eindruck entstehen, dass die ehemaligen monopolistischen Strukturen im betrachteten Markt nach wie vor allgegenwärtig sind und der Wettbewerb nicht in gewünschtem Maße vorherrscht. In der Dissertation werden einige wettbewerbliche Fragestellungen aus ökonomischer Perspektive analysiert. Die Analysen basieren auf selbsterhobenen Daten und Experteninterviews und liefern daher erste empirische Evidenz zur Evaluation des Status quo auf dem deutschen Postmarkt.
